Fall Wrap Tournament Rules


The FIFA / USSF Laws of the Game shall govern the play of all matches except where provided below.

 

ROSTERS / PASSES / INSURANCE FORMS / PERMISSION TO TRAVEL FORMS: A copy of the certified team roster will be checked against player passes and surrendered at the time of registration. Each team will be limited to the players, coach(es), and manager(s) whose names appear on that certified roster, plus 3 guest players.

2008-2009 teams may have up to18 players on their tournament roster; 2010-2011 teams may have up to 16; 2012-2013 teams may have up to 12 players on their roster. In the event that any player is added to the roster after the first game or if an ineligible player participates in any game, that team will forfeit all games in which such player played.

In addition, a Medical Release Form for each player must be shown at the time of registration. You may use your club's version, but it must be an original. We will not keep your original documents. Your documents should be carried with the coach or manager at all times during the tournament.
Teams from outside Region 1 must have an authorized copy of their state association travel approval form available at registration.

Player passes will be checked at registration and must be available for inspection at each game. They may be checked at the referee's or a tournament official's discretion prior to the start of or during the game.

GAMES:

The duration of 2013-2012 games shall be two 25-minute halves. Half-time shall be 5 minutes. 2013 & 2012 will play 7 v.7. 2011 & 2010 will play 9v9. The duration of the 2009 – 2008 games shall be two 30-minute halves with a 5- minute half-time. 2009 – 2008 will play 11 v. 11. If the size of the tournament is such that the length of the games must be changed, coaches will be notified ahead of time.

The tournament director reserves the right to change the duration or location of any game.
Any team not ready to play within 5 minutes of the scheduled starting time for its match shall forfeit the game to its opponent by a score of 3-0. A minimum of seven players constitutes a team.

7v7 games will enforce the following rules as well:
- Build Out lines - when GK has ball in hand or on goalkicks, defending team must retreat beyond the build out line

until the ball is released. Balls passed back to the goalkeeper's feet are NOT protected.

- NO Punting from the goalkeeper.

- NO Heading.

- Throw-Ins will be taken on balls passing out of play along the touchline. In 7v7 division, re-throw's will be allowed at the referee’s discretion to teach rather than punish this aspect of play.

7v7 Games will enforce the NO Heading rules.

UNIFORM COLOR CONFLICTS: If there is a conflict in uniform color, the home team is required to change shirts. The home team is listed first on the schedule.

SUBSTITUTION RULES: Substitutions are allowed by either team on any stoppage of play with the permission of the referee, unless the team requesting the substitution would gain an unfair advantage by delaying the restart of play. There are unlimited substitutions. Re-entry is permitted.

RED CARDS: Any player, coach, or manager being sent from the field of play shall be suspended for the next game his/her team is scheduled to play. Any player, coach, or manager being sent from the field of play a second time shall be suspended for the remainder of the tournament.
Coaches, managers, and team officials are not permitted on the field of play without the referee's permission. Anyone violating this rule is subject to disciplinary action by the referee and/or the tournament director.

DIVISION STANDINGS: Standings of all age groups except 2008 & 2007 shall be determined as follows:

  • 3 points shall be awarded for a win
  • 1 point shall be awarded for a tie
  • 0 points shall be awarded for a loss

Standings - Teams shall be ranked in the standings by the number of points they have been awarded. In the case of

a tie in the standings involving two or more teams, the following system shall be used to determine the final standings:
Head to head
Least goals allowed

Goal differential (goals scored - goals allowed) up to 5/game
Where an age group is divided into more than one division, separate standings will be kept for each division and play shall be round robin with group winners meeting for the championship and group runners up meeting for 3rd place. No official team standings will be kept for 2008 or 2007 divisions.
Protests shall not be accepted and may not be lodged.
As this tournament has been organized to promote healthy competition between players, it is hoped that all participants including players, coaches, and fans will join in the positive support of referees and tournament officials. Coaches are reminded that they are responsible for the behavior of their players and fans. The tournament director reserves the right to disqualify any team from the tournament for gross misconduct of its players, coaches or fans. Consumption of alcoholic beverages is prohibited on fields and in parking areas.

GOALIE: The six second rule will apply. No charging of the goalie is allowed. All USSF applicable rules regarding restarts from the goalkeeper will apply to our tournament as well.

TEAMS / SPECTATOR FIELD POSITIONS: Each team's players, coaches and managers will take positions on the same side of the field but separated by the halfway line. All spectators will take positions on the opposite side of the field from the teams and no closer than 2 yards from the touch lines. No one is permitted behind the goal line during the game.

PLAYER ELIGIBILITY: All players must be born on or after the birth dates for their age group classification as indicated below. Club passing is allowed however no player may participate with more than one team within their registered age and must play on-age or 'play-up.' All players and the teams to which they are registered must be properly registered with their state or national soccer association. Following are the earliest birth dates for each age group:

U9 - Players born 1/1/2013 -12/31/2014 u10 - Players born 1/1/2012-12/31/2012 u11 - Players born 1/1/2011-12/31/2011 u12 - Players born 1/1/2010-12/31/2010 u13 - Players born 1/1/2009-12/31/2009 u14/U15 - Players born 1/1/2008- 12/31/2007

BALL SIZE: The following ball sizes shall apply for the designated age divisions: 11v11 Divisions: #5 Ball
All other divisions: #4 Ball

INCLEMENT WEATHER: Regardless of weather conditions, coaches and teams must appear on the field of play, ready to play as scheduled. Failure to appear will result in forfeiture of the game. Only the referee and/or the tournament director can cancel or postpone a game.
Inclement weather before games: In case of severe weather conditions before play has begun the result of the game will be a 1-1 tie.

Inclement weather during a game: Should a game be terminated due to weather conditions after 20 minutes of play, the game will be considered official and the score at that time will stand. Should a game be terminated before 20 minutes of play, the result of the game will be a 1-1 tie.

PICTURES: Any photographs or videos taken of children on any team by Sporting CT may be used for promotional and commercial purposes in printed, audio-visual, or electronic form.

GENERAL RULES:

All decisions of the referee are final and binding.

The tournament committee, Sporting CT, Middletown Youth Soccer, and the Connecticut Junior Soccer Association (CJSA) will not be responsible for any expenses incurred by any team or club if the tournament is cancelled in part or in whole.
The tournament director reserves the right to modify the schedule and all matters relating to this tournament. The tournament director's judgment shall be final and binding.

First place awards will be given in each division.
In the event that the entire tournament is cancelled, a refund of $300.00 will be offered to all accepted teams or they can retain their position for the tournament the following year.
Multiple team discounts will be provided at the discretion of the Tournament Director.
